The program plans to take comprehensive measures to stabilize the overall situation of the Russian coal industry by 2015, carry out technological transformation and achieve intensive production, increase the efficiency of coal preparation, reduce the accident rate and casualty rate of mining enterprises, and further expand the export potential.
