Notice on the collection of the “four batches” of safety technology in 2015

The provinces, autonomous regions, municipalities directly under the Central Government and the Xinjiang Production and Construction Corps Safety Production Supervision Administration, provincial-level coal mine safety supervision bureaus, relevant central enterprises, research institutes, universities and colleges:

In order to implement the spirit of the “Decision of the State Administration of Work Safety on Strengthening the Safety of Production Science and Technology Innovation” (Safety Science and Technology [2012] No. 119), according to the “Management Measures for Four Batches of Safety Science and Technology” (Safety Supervision Technology) [2014] No. 128), decided to organize the collection of the “four batches” of safety technology in 2015. The relevant matters are hereby notified as follows:

     First, the basic requirements

     The “four batches” of safety technology focuses on the major needs of safety production, focusing on major issues in key industries (fields) such as coal mines, non-coal mines, dangerous chemicals and fireworks, metallurgy, and emergency rescue, to transform and promote key issues. Focusing on practical and practical safety technology and equipment, with demonstration projects as a typical example, it lays a solid foundation for implementing the “Science and Technology” strategy, accelerating safety and technological progress and technological innovation, and promoting the safety production governance system and modernization of governance capabilities.

     Second, the application procedure

     (1) Voluntary declaration. Enterprises, universities, research institutes and other units voluntarily declare, fill out the “2015 “Safety Technology “four batches” project application form” (see Annex 1), and report to the provincial safety supervision department or coal mine safety supervision organization. The units affiliated to the central enterprises and the organizations directly under the Ministry of Education shall report to the scientific and technological management departments of the units (hereinafter referred to as the recommended departments).

     (2) Recommended in the first instance. The recommendation department shall firstly recommend the application materials and fill out the “2015 “Safety Technology “Four Batches” Project Recommendation Summary Form” (hereinafter referred to as the summary table, see Attachment 2).

     Third, other matters

     (1) Please download the relevant form from the “Safety Technology” section of the website of the State Administration of Safety Supervision ().

     (2) All projects listed in the “four batches” of safety technology shall be recommended to apply for national key R&D plans, prioritize them into the national security industry policy support scope, prioritize the promotion and use of projects, and prioritize the inclusion of safety science and technology achievement awards.

     (3) The project implementation funds shall be borne by the project implementation unit.

     (4) Projects that have been included in the “four batches” of safety technology are no longer declared.

     (5) All the recommended departments are required to complete the preliminary examination and recommendation work of the application materials by May 30, 2015, and send the paper copies of the application materials in triplicate together with the summary form to the Planning and Technology Department of the State Administration of Safety Supervision, and send the electronic version to mailbox.
