Development Path

Solar cell research in China began in 1958, and by 1959, the first practical solar cell was successfully developed. The photovoltaic (PV) power generation industry started in the 1970s, initially used for space applications. In March 1971, it was first applied to China’s second satellite. By 1973, solar cells were being used on the ground, and by 1979, monocrystalline silicon solar cells were being produced commercially. After the mid-1990s, the PV industry entered a phase of steady growth, with increasing production capacity each year. By the early 21st century, the industry had entered a new stage of rapid expansion, driven by both domestic demand and international opportunities.

China's photovoltaic industry has undergone two major transformations. The first occurred in the late 1980s, during a period of economic reform and opening up. At that time, several solar cell production lines were introduced, boosting China’s production capacity from just a few hundred kilowatts to 4.5 megawatts within six factories. Government and enterprise investments played a key role in this development. The second wave of growth after 2000 was influenced by global trends, government projects, and market demands. Initiatives such as the "Guangming Project" in 2002 and the "Power Transmission to Townships" project in 2006 helped promote the use of solar PV technology, accelerating the industry’s expansion.

By the end of 2007, China’s cumulative installed photovoltaic capacity reached 100 MW, with over 50 companies producing solar cells. The total production capacity exceeded 2,900 MW, and annual output reached 1,188 MW. This made China one of the top producers in the world, surpassing Japan and Europe. A complete industrial chain had been established, from raw material production to system installation. Notably, polysilicon production saw significant progress, breaking through the 1,000-ton threshold and overcoming critical bottlenecks in the supply chain. However, the fast-paced growth also brought challenges, including overinvestment, intense competition, and a lack of innovation.

In June 2009, a joint venture between China Guangdong Nuclear Power Development Co., Ltd., Jiangsu Best Solar Technology Co., Ltd., and Belgian Enfinity Co., Ltd. won the bid for China’s first large-scale photovoltaic demonstration project in Dunhuang, Gansu. The project, a 10 MW grid-connected plant, was priced at 1.0928 yuan per kWh. This marked an important milestone, setting a benchmark for future grid-connected projects and paving the way for national subsidy policies. It signaled a turning point in China’s solar energy strategy, laying the groundwork for broader adoption of photovoltaic technology across the country.
