It also emphasizes that no individual or organization can install surveillance systems in public areas without permission. Violations may result in fines up to 30,000 yuan for units and 3,000 yuan for individuals. Additionally, those who misuse technical protection systems must maintain confidentiality regarding sensitive information, including state secrets and private data. Breaching this rule could lead to fines or even criminal liability.
In addition to privacy protections, the regulations also outline requirements for public security authorities. They are not allowed to charge fees when using technical prevention systems for their duties. In emergencies, public security agencies may directly access these systems for national or social interests.
Meanwhile, Shanxi Province has also introduced similar regulations to govern the use of safety technology. The "Regulations on Safety Technology Prevention in Shanxi Province" prohibit the installation of video and audio equipment in places where privacy is involved, such as bathrooms and locker rooms. All data collected by these systems must be stored for at least 30 days. The implementation of these rules marks a significant step toward standardized and lawful management of the security industry.
With over 250,000 surveillance cameras installed across public areas and key locations, Shanxi has significantly enhanced its ability to prevent crime and manage public safety. The province continues to invest in expanding and improving its surveillance infrastructure, promoting the deep application of video technology in law enforcement and social management.
Moreover, the regulations also emphasize the need for proper installation and maintenance of technical protection systems. Unauthorized installation or tampering with such systems is strictly prohibited. Any unit or individual found violating these rules may face fines ranging from 1,000 to 5,000 yuan. Places like internet cafes, parking lots, schools, hospitals, and transportation hubs are required to install appropriate technical protection systems according to strict standards.
These new regulations not only protect citizens’ rights but also ensure that the use of surveillance technology remains transparent, responsible, and aligned with public interest. As technology continues to evolve, it is crucial to balance security needs with the protection of individual freedoms.
