Chapter I General Provisions Article 1 These interim regulations apply to the fire protection design, construction, and use of civil building exterior insulation systems and exterior wall decorations. Article 2 The combustion performance of civil building exterior insulation materials should be Class A and should not be lower than Class B2. Article 3 In addition to implementing this provisional regulation, the design, construction, and use of fire protection systems for external thermal insulation systems and exterior walls of civil buildings must comply with the relevant provisions of current national standards and regulations. Chapter II Walls The fourth non-curtain wall building shall meet the following requirements: (1) Residential buildings shall meet the following requirements: 1. For buildings with a height greater than or equal to 100 meters, the combustion performance of the thermal insulation materials shall be Class A. 2. For buildings with a height greater than or equal to 60 meters and less than 100 meters, the combustion performance of the insulation material should not be lower than B2. When using B2 insulation materials, horizontal fire barriers should be installed on each floor. 3. For buildings with a height greater than or equal to 24 meters and less than 60 meters, the combustion performance of the insulation material should not be lower than B2. When using B2 insulation, a horizontal fire barrier should be provided for every two layers. 4. For buildings with a height less than 24 meters, the combustion performance of the insulation material should not be lower than B2. Among them, when using B2 insulation materials, horizontal fire barriers should be provided for every three layers. (2) Other civil buildings shall meet the following requirements: 1. For buildings with a height greater than or equal to 50 meters, the combustion performance of the insulation materials shall be Class A. 2. For buildings with a height greater than or equal to 24 meters and less than 50 meters, the combustion performance of the insulation material shall be Class A or Class B1. Among them, when using B1 insulation materials, horizontal fire barriers should be provided for every two layers. 3. For buildings with a height less than 24 meters, the combustion performance of the insulation material should not be lower than B2. Among them, when using B2 insulation materials, horizontal fire barriers should be provided for each layer. (3) The external thermal insulation system shall be made of non-combustible or non-combustible materials as a protective layer. The protective layer should be completely covered with insulation. The thickness of the first layer of protective layer shall not be less than 6mm, and the other layers shall not be less than 3mm. (4) For buildings using external thermal insulation systems, the fire resistance of the base wall shall comply with the relevant provisions of the current fire protection regulations. Article 5 Curtain wall buildings shall meet the following requirements: (1) When the building height is greater than or equal to 24 meters, the combustion performance of the insulation material shall be Class A. (2) When the building height is less than 24 meters, the burning performance of the insulation material shall be Grade A or Grade B1. Among them, when using B1 insulation materials, horizontal fire barriers should be provided for each layer. (3) Insulation materials shall be made of non-combustible materials as a protective layer. The protective layer should be completely covered with insulation. The thickness of the protective layer should not be less than 3mm. (4) Buildings using non-transparent curtain wall structures such as metal and stone shall be provided with a base wall. The fire resistance limit shall comply with the relevant provisions of the current fire protection regulations on the fire endurance of the external wall; the window walls, window sill walls and skirts of the glass curtain wall The fire endurance and fireproof construction of the wall shall comply with the relevant provisions of the current fire code for building curtain walls. (5) The space between the internal cavity of the base wall and the building curtain wall and the base wall, the window partition wall, the window sill wall and the skirt wall shall be sealed with fireproof sealing materials at each floor slab. Article 6 When it is required to install a fire barrier according to these regulations, Class A insulation materials with a width of not less than 300 mm shall be provided along the floor. The fire barrier and the wall should be fully affixed. Article 7 The decorative layer of the external wall of the building shall be made of non-combustible materials in addition to the paint. When the exterior wall of the building is made of combustible insulation materials, it is not advisable to use materials such as tiles that are easy to fall off after the fire. Chapter III Roofing Article 8 For buildings with non-combustion body with fire resistance limit of not less than 1.00h for the roof base, the insulation material of the roof shall not be lower than Grade B2; in other cases, the combustion performance of the insulation material shall not be lower than Grade B1. Article 9 The insulation layer around the junction of the roof and the external wall and the opening of the roof shall be provided with a horizontal fire barrier with a Class A insulation material with a width of not less than 500 mm. Article 10 Roof waterproofing layer or combustible insulation layer shall be covered with non-combustible materials. Chapter IV Metal Sandwich Composite Panels Article 11 Metal sandwich composite panels for temporary residential buildings shall be made of non-combustible or flame retardant insulation materials. Chapter V Fire Protection Regulations for Construction and Use Article 12 The construction of the building external thermal insulation system shall comply with the following provisions: (1) After the insulation material enters the site, it should be kept away from fire. When stored in the open air, it should be completely covered with non-combustible materials. (2) The external thermal insulation materials that need to adopt fireproof structural measures shall be constructed in parallel with the construction of the thermal insulation materials. (3) The construction of flammable and flame-retardant insulation materials shall be carried out in sections, and each section shall maintain sufficient fireproof spacing, and it shall be possible to apply a protective layer while fixing the insulation material. The height of the insulation material without the protective layer should not exceed 3 layers. (4) The support members of the curtain wall and the supporting members of the air conditioner and other facilities shall be subjected to electric welding and other processes before the insulation material is laid. If it is necessary to carry out the insulation material after laying, fire protection measures such as fire blankets should be placed around the bottom of the welding site. (5) The hot melt and thermal bonding method of waterproof materials shall not be directly applied to the flammable insulation materials. (6) When high-temperature equipment such as construction lighting is close to combustible insulation materials, reliable fire protection measures shall be taken. (7) When the insulation materials such as polyurethane are used for on-site foaming operations, the high temperature environment should be avoided. Anti-static measures should be taken for construction techniques, tools and clothing. (8) The indoor and outdoor temporary fire hydrant system shall be set up at the construction site, and the fire water supply requirements for fire fighting at the construction site shall be met. (9) The construction work station of the external thermal insulation project shall be equipped with sufficient fire-fighting equipment. Article 13 The daily use of the building external thermal insulation system shall comply with the following provisions: (1) Shafts, grooves, platforms, etc. adjacent to the external wall and roof shall not be stacked with combustible materials. (2) Fire hazards such as fire sources and heat sources shall maintain a certain safe distance from the external walls and roofs, and the management of fire sources and heat sources shall be strengthened. (3) It is not advisable to carry out welding and drilling work on the wall and roof of the exterior insulation material. If construction work is required, reliable fire protection measures shall be taken, and the exposed external thermal insulation materials shall be treated in a timely manner after the completion of construction. (4) Electrical lines shall not pass through flammable external insulation materials. When it is necessary to pass through, fire protection measures such as wearing pipes should be taken.
