It is believed that if the EU proceeds with the anti-dumping measures, Chinese PV exports to Europe could rise sharply by June, triggering further disputes. On the 20th, EU diplomatic sources confirmed that all member states had approved the Commission’s plan to register Chinese photovoltaic products, preparing for a potential €21 billion tax on imports. Some EU political leaders have warned that this could escalate into a broader trade conflict between the EU and China. During a routine meeting on the 20th, EU member states passed a plan to register Chinese PV products. If it is found that Chinese companies are selling these products below cost, the EU may impose punitive tariffs. However, no specific timeline for the implementation of these measures was disclosed. According to data, China exported $20.4 billion worth of photovoltaic products to Europe in 2011, employing over 300,000 people directly. If the EU's "double reverse" case against Chinese PV is approved, it would become the largest trade dispute between China and the EU to date. China's Ministry of Commerce has not remained passive in response to these trade measures. On November 1 last year, the ministry issued announcements No. 70 and 71 of 2012, initiating immediate anti-dumping and countervailing investigations on solar-grade polysilicon from the European Union. The investigation targets solar-grade polysilicon, which falls under the "Import and Export Tariff of the People's Republic of China." However, electronic-grade polysilicon used in semiconductors is excluded from the scope of this investigation. Based on China's Anti-Dumping and Anti-Subsidy Regulations, the Ministry of Commerce will conduct investigations into the dumping and subsidy practices of imported EU-originated products, assessing their impact on domestic industries and making fair decisions accordingly. In recent statements, the Ministry of Commerce emphasized its continued support for China's photovoltaic industry. On March 25, Chong Quan, Deputy Director-General of the Ministry of Commerce, made a strong statement, emphasizing that the photovoltaic sector is crucial to China's national interests. He warned that if the EU continues to impose restrictions that harm Chinese companies, the Chinese government will not remain passive. “We have no choice but to take all necessary measures to protect the legitimate rights and interests of our enterprises,” he said.
