On July 11, Linyi County hosted the Changxing Diamond Project Promotion Conference. Attendees included county leaders Li Kaiqi, Li Weiheng, and Zhu Junfeng, as well as representatives from Changxing Diamond and relevant local departments. The meeting emphasized the importance of strengthening communication between government departments and enterprises, ensuring smooth coordination, and providing full support for business development and project promotion with a unified effort.

The collaboration between Shenzhen Changxing Diamond and Linyi County was initially announced on October 22, 2011, during a signing ceremony held at the Sheraton Dameisha Jingji Hotel in Yantian District. Attending officials included Jiang Zhian, deputy mayor of Luohe City; Wang Guogan, county magistrate of Linyi County; Rong Zhiguang, member of the Standing Committee of the County Party Committee and head of the Organization Department; Li Kaiqi, member of the Standing Committee and head of the United Front Work Department; and Li Weiheng, deputy county head.
Founded in 1994, Changxing Diamond Abrasives Co., Ltd. is based in Bao'an District, Shenzhen, and has become one of China's largest manufacturers of superhard abrasives. The company specializes in electroplated diamond grinding tools, metal-bond grinding wheels, resin-bond grinding wheels, ceramic-bond grinding wheels, and brazed diamond grinding wheels, along with various types of super-hard abrasives. It also develops PCD, PCBN, and diamond composite sheets, as well as a wide range of grinding and cutting tools. Its products are sold nationwide and exported to Europe, the U.S., and Southeast Asia.
The Henan Changxing Diamond Abrasives Production Project, signed with Linyi County, involves a total investment of 800 million yuan. The first phase will see an investment of 250 million yuan, while the second phase plans to invest 550 million yuan. The construction period is expected to last three years, with the project focusing on the production of fully automatic CNC special glass milling machines and superhard material tools. This initiative marks a significant step forward in promoting industrial development and economic growth in the region.
